The United Kingdom’s Financial Conduct Authority (announced on Thursday) that it executed operations to target three unauthorized peer-to-peer cryptocurrency trading sites situated in London, pointing to an escalation in regulatory policing as the nation prepares to implement its formal legal framework for digital assets.
According to the financial watchdog, this enforcement action was conducted cooperatively alongside HM Revenue & Customs (HMRC) and the Metropolitan Police of London, resulting in cease-and-desist notices delivered across the three locations instructing traders to halt illicit cryptocurrency operations immediately. Peer-to-peer transactions involve parties trading digital currencies directly with one another, a practice that mandates official legal registration within the United Kingdom.
The FCA stated that currently no peer-to-peer crypto enterprises are registered to operate inside the U.K. The agency added that by functioning outside of the formal registration framework, these entities bypass safeguards established to identify and thwart money laundering.
Caroline Black, a consultant at Gherson Solicitors LLP, noted that this initiative indicates the conclusion of the period characterized by lenient cryptocurrency oversight in the U.K.
Black remarked that this marks the second joint enforcement initiative within a span of six months, demonstrating the FCA’s transition from issuing warnings to actively dismantling unregistered P2P crypto operations, where criminal prosecution presents a genuine hazard for any commercial entity trading without proper authorization.
Aditya Mittal, managing principal at the international management and technology consulting firm Capco, observed that subsequent to the regulatory guidance published by the FCA earlier in the week, which outlined how the scope of the upcoming U.K. cryptoasset regulations will apply, businesses should prioritize determining which segments of their operations fall under these rules.
The regulatory guidance addresses issuing qualifying stablecoins, running cryptocurrency exchanges, executing and arranging transactions, safeguarding digital tokens, and managing staking activities. Furthermore, it outlined which specific operations demand authorization from the FCA. The application timeframe opens on September 30 and concludes on February 28, 2027, with the comprehensive U.K. crypto regulatory regime taking full effect on October 25, 2027.
